AA/03/AS/88/EPC - Programs and Services for International Students

Effective April 28, 1988

Statement of CSU, Stanislaus Goals: California State University, Stanislaus recognizes the essential obligation in today’s interdependent world to provide an international perspective within the University. The Administration and Faculty of California State University, Stanislaus (the University) also recognize the existence of common global concerns and acknowledges the interdependence of nations and peoples throughout the world. While the policy of CSU, Stanislaus is primarily oriented toward providing for the service needs of students within the six-county regional area and, secondarily, for the students of the State of California, one basic obligation is to educate all students toward a broader understanding of the peoples of the world.

In this context, the University intends to meet its responsibility to its students and to the State of California by providing educational opportunities which recognize the plurality of cultures, the existence of common concerns and the need for more effective methods to provide the student body with significant educational opportunities to broaden their international perspective. It further encourages specialization in subject matter areas that have international/intercultural dimension.

The University encourages the development and implementation of international programs on campus in a manner consistent with its policies on academic freedom and non-discrimination. Believing generally that the interests of education are best served by access to all areas of the world, the University also believes specifically that international education should promote the development of a humane and cooperative world order, including respect for internationally-recognized standards of human rights.

The University encourages the enrollment of International students, who lend diversity to the campus community and serve as educational and cultural resources. To this end, the University has goals of:

  1. Admitting full-time international students (non-immigrant student visa holders) who are academically eligible for admission to the University. Special student status in the English as a Second Language Institute will be granted to international students who are pursuing an undergraduate, graduate or other academic program objective.

  2. Recruiting and retaining international students from diverse national geographic backgrounds.

  3. Encouraging international student enrollment for at least 8% of total student body.

  4. Providing programs to improve/advance international students’ fluency in English.

  5. Providing opportunities for international students to have communication and cultural contact with Americans.

  6. Developing programs to assist international students to become knowledgeable about the community, its residents, schools, and businesses.

  7. Providing support systems for international students’ personal needs.

  8. Providing personnel with sufficient time-allocation and expertise to meet the academic, legal, personal and acculturation needs of the international applicant and enrolled international student.

  9. Investigating mechanisms by which non-state allocated emergency assistance funds can be collected and distributed to enrolled international students who have financial need.

  10. Identifying financial support from local, state and federal sources, foundations, private organizations and individual donors.

Review History: Approved by the Academic Senate on March 10. 1988. Approved by President John Moore April 28, 1988.
