Addresses ethical dilemmas inherent in the tension between organizations and individuals. Concepts include: administrative discretion, organizational roles and role conflicts, organizational norms, procedures and structures, and responsible behavior. Skill development in ethical decision-making is emphasized. Case studies from the public sector are used.

Corequisites: PADM 5000

Prerequisites: Conditional or classified standing in the MPA program.
