Legal, political, and social aspects of P-12 educational organizations in pluralistic settings at the local, state, and national levels; focus on legal frameworks, political jurisdictions, and varying cultural, ethnic, socio-economic factors which influence education.

Prerequisites: Admission to the Ed.D. program and successful completion of Written Qualifying Examination.
